Magadan is considering the issue of building a waste recycling plant, the press service of the mayor’s office of Magadan reported.
The problem of urban landfills with waste that could be recycled is often mentioned in various innovative projects around the world. As part of the order of the Government of the Russian Federation dated July 25, 2017 No. 1589-p, a list of types of production wastes was adopted, which include useful components whose disposal is prohibited. A number of items of this list is already in force, the part enters into force on January 1, 2019 (for example, paper waste) and will finally function by 2021. Under this decree, many are forced to revise the procedure for recycling garbage.
The mayor’s office of the city of Magadan is also engaged in solving this problem.A working meeting was held today with Alexander Shumkin, a representative of the Nizhny Tagil Chamber of Commerce and Industry, at which Mayor Yury Grishan, together with his deputy, Veniamin Troitsky, discussed a project to build a waste recycling plant in the city.
“The approximate cost of the project for Magadan is 7-8 billion rubles. For the construction required land plot of 10 hectares. At the moment there are already two potential investors. And the enterprise itself will begin to generate income in full in 3 years, ”said Alexander Shumkin during the presentation.
The ability of the plant is very high - it is not only waste management, but also the production of electricity and heat for export. In addition, it is envisaged the removal of algae Arthrospira platensis and Arthrospira maxima, which have the commercial name "Spirulina". That algae will absorb the carbon produced. Alexander Shumkin noted that the demand for this bioresource in the food industry is now increasing. Russia is already exporting to a number of European countries and Japan.
The project of the recycling plant is based on the development of the Kurchatov Institute National Research Center.The technology is based not on standard combustion, but on plasma decomposition of waste products, which occurs at the molecular level. In this way, there is a departure from the standard incineration of wastes that cannot be disposed of, which means that no CO2 will be released into the atmosphere.
There are no existing analogues in the country at the moment. However, the technology itself passed an environmental impact assessment in Norway, where it received the highest expert rating.
The head of the city became familiar with the technical and legal aspects, made preliminary calculations on the spot and assessed the effectiveness of such an enterprise. Attention was also drawn to the limited area of ​​the existing landfill of the city.
A meeting with the presentation of the project by the Governor of the Magadan Region Sergey Nosov will take place today. The construction of such a plant can have a positive effect on the economic and environmental picture of not only the city, but also the region as a whole.
